All heliports shall meet the following minimum standards:
(a) The takeoff and landing area shall have a minimum length and width (or diameter if circular) of 1-1/2 times the overall length of the largest helicopter intended to use the facility.
(b) There shall be an obstacle-free safety area surrounding the takeoff and landing area. Said safety area shall have a minimum width equal to 1/4 of the overall length of the largest helicopter intended to use the facility, but in no case less than 10 feet.
(c) Approach-departure paths shall be established based on prevailing winds, location and height of buildings and other objects, and environmental impacts. Where possible, two approach-departure paths shall be provided and said paths shall be separated by an arc of at least 90 degrees.
(d) Imaginary surfaces shall meet current standards of the Federal Aviation Administration and a copy of a valid FAA permit shall be filed with the Administrator.
(e) Where the entire takeoff and landing area is not paved, a paved touchdown pad shall be provided in the center of said area. The touchdown pad shall have a minimum length and width or diameter equal to the rotor diameter of the largest helicopter expected to use the facility. Pavement design shall be based upon a design analysis prepared by a qualified engineer using FAA recommended standards.
(f) Markings shall be provided in accordance with FAA standards.
(g) There shall be a safety barrier in the form of a fence, wall, or hedge around the heliport operational areas. Said barrier shall be located no closer than the outer edge of the safety area and shall be of such a height as to present a positive deterrent to persons entering the area and shall not interfere with the safety of helicopter operation.
(h) Fire protection shall be provided in accordance with the standards set forth in the NFPA National Fire Code Sections 403 and 418 for the particular category of heliport as determined by the Fire Chief. Where specific equipment or devices are required by said standards, it shall be the responsibility of the applicant to ensure that the nearest fire station has such equipment available.
