Applicants desiring to establish and use a heliport or helistop shall submit to the Planning Commission an application for a Conditional Use Permit as set forth in the Zoning Code. The applicant shall provide in addition to the requirements of the Zoning Code, the following information:
(a) A statement as to the intended use of the heliport or helistop and whether it will be a public or private facility;
(b) The size and type of the helicopters intended to use the facility;
(c) The frequency of flights and hours of operation;
(d) A site plan showing appropriate dimensions of the site; dimensions of the landing and takeoff areas, location and height of all obstructions within 1000 feet, proposed flight approach and takeoff paths, lighting, access and parking, and fire safety provisions.
(e) In the case of rooftop facilities, a report by a professional engineer or architect certifying that the roof structure or platform is capable of sustaining concentrated loads sufficient to support the largest helicopter to be accommodated.
