144.01 ESTABLISHED; MEMBERS.
   There is hereby established an Economic Development Committee for the City.
   The Economic Development Committee shall consist of one member of Council appointed by the President of Council, one member of the Administration or the Mayor appointed by the Mayor, a representative of Medina County Economic Development Corp., a representative of the Medina Area Chamber of Commerce and five additional members to be appointed by the Mayor representing the industry, retail, service or professional, education, and utilities segments of the community. A majority of the Committee members should reside in the City of Medina. The term of each initial member shall commence upon the date of his or her appointment and shall run the term of their office. Appointments shall be for four-year terms; except that of initial membership of the committee. Three members shall be appointed for four years and two for a two-year term.

144.02 BYLAWS.
   The Economic Development Committee shall establish such bylaws as it deems appropriate.

144.03 PURPOSE AND DUTIES.
   The purpose of the Economic Development Committee is to develop and recommend programs which will foster a climate and environment within the Municipality which will attract new businesses and promote the expansion of existing businesses. Typical activities of the Committee are as follows:
   (a)   To identify and recommend to the Administration and City Council government programs which may provide funding for business expansion and support to the Municipality for the accommodation of such expansion;
   (b)   To establish contact and a liaison with state and federal agencies which may influence business development in this area;
   (c)   To identify other incentives to attract business;
   (d)   To act as a liaison group to meet and work with prospective businesses considering locating in this area; and
   (e)   To oversee, facilitate and recommend revisions to the action items found in the City’s Economic Development Plan.
