(a) Every employee working for the City shall comply with the recycling laws set forth herein.
(b) Containers for the disposal of recyclable materials shall be placed in each City-owned or leased building. The containers shall be marked and easily accessible to every department and employee. All City employees shall dispose of all materials itemized in subsection (c) hereof in the appropriate containers.
(c) Containers shall be provided for, but not limited to, the following materials:
(1) Paper products.
(2) Aluminum.
(3) Plastic.
(4) Glass.
(d) The appropriate department of the City shall endeavor to collect and dispose of all separated recyclable materials in a timely manner.

(a) Every department or employee of the City shall comply with the purchasing requirements set forth herein.
(b) The City shall purchase products manufactured with recycled materials as specified herein:
Paper products: All paper products purchased by any employee or department of the City shall be of recycled material. Such commodities include but are not limited to: stationery, envelopes, computer paper, invoices, purchase orders, cardboard boxes and all other paper products used by the City.
(c) Exceptions: This section shall not have to be complied with only in the following circumstances:
(1) When at least three vendors have advised the City that the requested product is unavailable in recycled form.
(2) When the cost of recycled products exceeds by fifteen percent (15%) the cost of nonrecycled products.
