The drilling, boring, driving or digging of a water well for the purpose of obtaining water is prohibited in areas served by Municipal water supply, except water wells drilled for the purpose of civil defense and the plumbing of such civil defense wells must be so constructed as to avoid any cross connection between that water supply and that of the City. The construction of a bomb shelter built to specifications of the United States Department of Defense in effect at the time shall be cause for the City to permit such water well to be constructed.
