(a) A ten percent (10%) penalty shall be added to the outstanding balance of any utility bill not paid on time. The penalty shall be assessed to the outstanding balance of any account not paid by month-end due date. Month-end due date shall be determined by the Director of Finance. (Ord. 56-96.
