Upon payment of a fifty dollar ($50.00) fee to the Director of Finance and compliance with this chapter, the Director of Finance shall issue a permit which shall be valid for a period of one year from the date of issuance. A copy of such permit shall be filed with the Chief of Police by the applicant. Such permit may be renewed yearly upon the payment of a ten dollar ($10.00) fee and a certificate from the Chief of Police that each taxicab operated by the company has passed the safety checks set forth in Section 709.05, and by meeting the requirements set forth in Section 709.03.
