Except as specifically provided by law as set forth in this title, the traffic code shall be controlling in the use of city streets, alleys, thoroughfares, parks, parkways or any other public right of way or municipally owned land, by pedestrians and by vehicles of every kind, whether self-propelled or otherwise, and whether moving or at rest. (1987 Code § 15-102)
A. Motor Vehicle Code Adopted: The provisions of the state motor vehicle code, 47 Oklahoma Statutes section 1-101 et seq., and the rules of the road, 47 Oklahoma Statutes section 11-101 et seq., are hereby adopted and incorporated herein by reference, and are enforceable by the city within the city limits as fully as if set out at length herein.
B. Definitions Adopted: The provisions and definitions contained in 47 Oklahoma Statutes sections 1-101 through 1-186 are hereby adopted and incorporated herein by reference, applicable to control of traffic and to this title. (1987 Code § 15-104)
A. Committing Unlawful Act: It is an offense against the city for any person to do any act forbidden or to fail to perform any act required by this title.
B. Parental Responsibility: It is an offense against the city for the parent of any child or for the guardian of any ward to authorize or knowingly permit any such child or ward to violate any of the provisions of this title.
C. Permitting Vehicle Violations: It is an offense for any person to authorize or knowingly to permit any vehicle registered in his or her name to be driven or to stand or to be parked in violation of any of the provisions of this title. (1987 Code § 15-1401)
Every person violating any of the provisions of this title containing the traffic laws of the city shall be guilty of an offense and, upon conviction thereof, shall be punished as provided in section 1-4-1 of this code. (1987 Code § 15-1402)
