For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE. All putrescible waste, except sewage and body waste, including vegetable and animal offal and including tin cans. The term shall not include industrial wastes and by-products.
TRASH. All non-putrescible wastes, provided that the term shall not include earth and wastes from building operations nor large trees or tree branches.

The city owns and operates the solid waste collection system and the transfer station. The Public Works Director, under the direction of the City Manager, shall have the direct management and control of the Solid Waste Department and shall faithfully carry out the duties of his or her position. The Director shall have the authority to adopt rules and regulations for the sanitary and efficient management of the Solid Waste Department. The governing body shall provide by ordinance for the management and operation of the solid waste collection system and the transfer station and shall set the rates to be charged for services rendered by resolution and file the same in the office of the City Clerk for public inspection at any reasonable time. The rates are set out in Chapter 38, Fee Schedule.
