§ 55.06 UNLAWFUL ACCUMULATION.
   It shall be unlawful for any person to keep in, on, or about any dwelling, house, building, or premises in the city any decayed vegetable or animal substances, garbage, offal, or refuse or any substance that may be injurious to the public health or offensive to the residents of property in the nearby vicinity unless kept in refuse containers provided by the city in the manner provided hereinabove. Bulk refuse securely tied or otherwise prepared in a manner to avoid litter may be deposited on the rear portion of his or her property adjacent to an alley for a period not longer than 30 days so long as the bulk refuse does not create a nuisance. Nothing herein shall be construed as to allow any person to deposit any garbage, refuse, or bulk refuse or any other such material on any street, alley, or other public property or on the private property of another without the specific permission of the city or the owner respectively.
