   521.06 REMOVING SNOW AND DIRT FROM SIDEWALKS.
   (a)    Every owner, occupant or person in control of any lot or premises abutting a sidewalk or any continuation of a sidewalk used for sidewalk purposes on any street or highway in the Municipality shall keep such sidewalk or continuation free from snow, ice, slush, dirt, mud and other substances at all times. However, no removal of snow shall be required more than once in any one day, nor before 9:00 a.m. of the morning next following the fall of any snow. The requirements of this section pertaining to the removal of snow shall be applicable only when the snow on the sidewalk or any continuation of a sidewalk used for sidewalk purposes exceeds two inches.
   (b)    No person removing snow from any driveway or sidewalk or property shall deposit same on the pavement or traveled portion or sidewalk of any public street. No person shall deposit any snow removed from any driveway or sidewalk or property upon any other property except that from which the snow is removed. (Ord. 82-79. Passed 11-1-82.)
   (c)    Whoever violates this section is guilty of a minor misdemeanor.
   521.07 REMOVAL OF OBJECTIONABLE MATTER.
   (a)    Any person depositing or placing mud, paper, ashes, dirt, trash or similarly objectionable matter upon a public way, street or alley shall remove or cause such matter to be removed on the same day that such matter is deposited or placed.
   (b)    In cases of development of property, any mud, paper, ashes, dirt, trash or similarly objectionable matter deposited or placed on a public way, street or alley area by any person or group of persons employed by the property owner or by his subcontractors, suppliers, etc., in connection with the development of the property shall be attributable to the owner and general contractor as well as the person depositing such matter to remove or cause same to be removed on the same day that it is deposited or placed on the streets. The intent and purpose of this clause is to place upon the owner and general contractor of property in the Municipality a duty to control that property and any persons employed in connection therewith, so as not to allow mud, paper, ashes, dirt, trash or any other similarly objectionable matter from the property to be deposited on the public way, street or alley. Any material located on a street observably tracked from a construction site shall constitute prima-facie evidence of a violation of this section.
   (c)    If any property owner violates the terms of this section, all building, electrical and plumbing permits relating to the property may be revoked until the objectionable matter is removed.
   (d)    Whoever violates this section is guilty of a misdemeanor of the fourth degree.
   521.08 LITTERING AND DEPOSIT OF GARBAGE, RUBBISH, JUNK, ETC.
   (a)    No person shall, without lawful authority, place or dispose of in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety.
   (b)    No person shall knowingly or unknowingly permit trash or other waste material to escape from the property or structure owned or occupied by the person so as to litter the streets, sidewalks or property of other persons within the Municipality.
   (c)    No person shall knowingly or unknowingly fail to confine trash and other waste material in a container or enclosure, which shall be thoroughly enclosed in its entire area and shall be so constructed that such trash or waste material is unable to escape therefrom.
   (d)    No person shall cause or allow trash or other waste materials to be collected or remain in any place to the damage or prejudice of others or of the public, or unlawfully obstruct, impede, divert, corrupt or render unwholesome or impure, any natural watercourse.
   (e)    No person shall litter, or permit to be littered, any public street of the Municipality by knowingly or unknowingly throwing or disposing of any paper, trash or any other items upon the streets, or permit paper, trash or other items to escape from any moving vehicle, whether such vehicle is propelled by motor, animal or human power.
   (f)    Whoever violates any of the provisions of this section is guilty of a misdemeanor of the fourth degree. The sentencing court may, in addition to or in lieu of the penalty provided in this section, require a person who violates this section to remove the trash or other waste materials from any public or private property, or in or on any waters.

   521.081 POLLUTION OF WATERWAYS.
   (a)    No person shall place or dispose or permit to be placed or disposed, any sewage, waste, refuse or filthy drainage into any lake, pond, streams, ditch, drain or watercourse, or on or in any places from which it may run or wash therein.
   (b)    Whoever violates this section is guilty of a misdemeanor of the first degree.

   521.09 NOXIOUS OR OFFENSIVE ODORS.
   (a)    No person shall erect, continue, use or maintain a dwelling, building, structure or place for a residence or for the exercise of a trade, employment or business, or for the keeping or feeding of an animal which, by occasioning noxious exhalations or noisome or offensive smells, becomes injurious to the health, comfort or property of individuals or of the public.

   (b)    Whoever violates this section is guilty of a misdemeanor of the third degree.
