(A) No person/developer shall make a connection to the city water system line and/or sanitary sewer system line without a permit from the City of Mayer. The application for the permit must state the location of the proposed connection, the time when the connection(s) is to be made, and by whom the work is to be completed. The permit will not be issued until the application is approved by the city and until the applicant has complied with the provisions of this code and other applicable ordinances and laws. A permit shall be issued only to a state-licensed plumber or an established plumber exempted from having to obtain a state license.

(B) Any application for a permit to make a connection to the city water system line and/or sanitary sewer system line shall be premature and no action shall be taken by the city until such time that a development agreement approved by the city is executed by the person/developer making the application.
(C) All applications for water or sewer construction permits shall be made to the city by the person employed to do the work before beginning the work involved. The application shall be made in the form prescribed by the city. The applicant shall state whether an assessment on the subject premises has been made and, if so, the amount so assessed and a legal description of the premises as originally assessed. The applicant shall submit with the application a plan showing the course of the service pipe or drain between the connection with the city water or sewer line and the building to be served by it. The applicant shall submit other drawings and plans of the proposed construction as may be required.

(D) The Council shall, by resolution, establish reasonable fees for water and sewer construction permits, and also for repair of that portion of a tarred or hard surface street damaged by excavation. The applicant shall submit with the application payment of the required fee. In its resolution, the Council may provide for an annual fee which may be paid in lieu of the fee for each permit issued. Payment of an annual fee shall not exempt any person from submitting the required application.

(E) If the proposed construction meets all requirements of this code and all other applicable requirements, the city shall authorize issuance of the permit. If applicable requirements are not met, the city shall reject the application and give the applicant a written statement of the reasons for the rejection. After an application has been approved by the city, the permit shall be issued.

(F) Tapping of any water main must be cleared through the Public Works Superintendent. Hydrants and curb stops are to be operated by city employees only, unless otherwise specified by Public Works.
(1) Water service requirements.
(a) House service pipe must be laid with sufficient slack to allow not less than one foot extra length per 200 feet and in such manner as to prevent rupture by settlement.
(b) Water service lines must be type “K” copper with flared fittings and a minimum of one inch in diameter for residential installations. Type “K” copper of one and one-half inches in diameter shall be used for runs from 150 to 300 feet. Check with Building Inspector regarding multiple family, commercial, and industrial connections.
(c) All service lines over two inches will be ductile iron pipe, having continuity straps and a hydrostatic test, and must hold 150 pounds for one hour.
(d) Water service lines shall be installed at a depth of seven feet or, if less, be sufficiently insulated to protect against freezing.
(e) Joints in copper tubing shall be kept to a maximum of not more than one joint per 70 feet in length. Joints are not allowed within ten feet of the building.
(f) The curb stop must be brought to proper grade.
(g) All joints and connections shall be left uncovered until inspected and tested at normal water line pressure. (Service lines over two inches in diameter inspected and tested at 150 pso.)
(h) No water pipe shall be connected with any pump, well, tank, or piping that is connected with any other water supply other than the municipal system.
(i) No person shall permit water from the water system to be used for any purpose except upon the person’s own premises unless written consent is first obtained from the city.
(j) No water pipe shall be laid under a garage.
(k) Castings are required when curb stops are located in driveways. See city specifications for casting requirements.
(l) As an alternative to copper tubing set forth hereinabove, the following material may be used for water services on private property for pipe up to and including two inches in diameter as follows:
1. Polyethylene. The tubing shall be made from virgin, ultra high molecular weight polyethylene resin meeting the requirements of Type III, Grade P3, Class C materials as described in ASTM D-2737. Standard dimension ration shall be SDR-9.
2. Pressure rating. Tubing shall be rated for 160 PSI working pressure at 73.4 degrees Fahrenheit for water.
3. Workmanship. Surface shall be homogenous inside and outside and completely free from irregularity. Random testing shall be performed at intervals during all production runs to assure uniformity in all respects. The tubing shall carry the National Sanitation Foundation Seal of Approval for drinking water.
4. Marking. Pipe or tubing shall be marked with embossed lettering at intervals of not more than two feet, and marking shall include nominal size, manufacturer’s name or trademark, machine identity, pressure rating for water at 73 degrees Fahrenheit, 160 PSI, ASTM material specifications, standard dimension ratio, the National Sanitation Foundation seal of approval for drinking water, and the ASTM specification reference.
5. Trace wire. Trace wire shall be laid with all PVC water line and shall be #12 copper-insulated and rated for underground service. The trace wire shall be connected from the curb box to a point above grade in the basement terminating at the water meter and connected securely to the pipe using nylon tie straps. Splicing trace wire shall be accomplished by twisting the two ends and heat shrink wrapping the splice. Splicing shall not be more frequent than one splice per 250 feet; wire nut splices are not allowed.
(2) Sewer service requirements.
(a) Four-inch sanitary sewer services are required on residential homes from the property line to the house. Commercial applications must be approved by the Building Inspector.
(b) Plastic pipe must be Schedule 40 for residential and commercial installations.
(c) The sewer service line must be installed at a minimum of six feet or, if less, insulated sufficiently.
(d) Services shall be installed at a slope not less than one-fourth inch per foot.
(e) Ninety-degree (90°) bends are not permitted on a sanitary sewer service. The use of two 45-degree (45°) bends and a length of pipe to make a sweeping bend are permitted.
(f) Use of a rubber donut gasket to connect to city sewer is NOT acceptable. A 4" × 4" or 6" × 4" glued fitting is acceptable.
(g) Glued or mechanical gasketed joints are acceptable but must pass the air test, 5-PSI for five minutes.
(h) All sanitary sewers must be air tested at 5-PSI for five minutes.
(i) Cleanouts must be installed every 100 feet on lengthy sewer services. Cleanout caps must be metal and weather tight.
(j) If any pipe is laid across a septic tank, the tank must be filled, and the portion of pipe over the tank must be D.I.P.
(k) All excavations required for the installation of the building sewer shall be open trench work unless approved by the Inspector.
(l) Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. The depth shall be sufficient to afford protection from frost.
(m) No sewer service line shall be installed under a garage.
(3) Water and sewer inspections.
(a) Sewer and water inspections can be scheduled during working hours, Monday through Friday, 7:30 a.m. to 4:30 p.m., by calling 952-442-7520. A 24-hour notice is required prior to performing an inspection.
(b) The orange building inspection card must be on site before an inspection will be performed.
(c) If a job cannot be completed by the end of the day and a trench must be left open overnight or over the weekend, the contractor must make arrangements to fence or cover the trench so that it is safe and secure.
(d) All inspections of water and sewer lines from the property line to the building structure and any tests involved are performed by the contractor and witnessed by the Building Inspector or Utility Superintendent.
(e) Using the standard tie card from the city specifications, the contractor must supply a drawing of water and sewer installation, to include location of sewer and water line, swing tie measurements of sewer cleanouts, and curb box. The drawing must be submitted to the Building Inspector before a final is granted.
(4) Additional information and requirements.
(a) Curbs must be bridged when backing over them with equipment.
(b) The contractor is responsible for keeping the street clean of dirt, mud, and/or debris. This will be charged out if Public Works has to do any clean up.
(c) A street deposit is required on the building permit if any digging in the right-of-way is to occur, in an amount determined by the City Council from time to time.
(G) All construction shall be subject to the supervision of the Inspector. All connections with any water main, all tapping of mains and the installation, opening and closing of stopcocks shall be made by authorized city employees done under the supervision of the city. All connections with the sanitary sewer system shall be made by authorized city employees. All pipes laid in the streets, alleys or on public property shall be laid by authorized city employees or under the supervision of the city.

(H) The following conditions shall be deemed to be incorporated in each permit granted whenever any excavation is made in or along any public street, alley, sidewalk or other public property:
(1) The work shall be done so as to occasion the least possible inconvenience to the public.
(2) Provision shall be made for the passage of water along the gutters.
(3) At least half of the street shall be left clear for vehicles.
(4) Safe bridgeways on sidewalks shall be provided for foot passengers.
(5) All excavations and piles of dirt or other materials shall be adequately guarded with barriers and lights so as to protect others from hazards.
(6) Excavations shall be refilled as soon as reasonably possible.
(7) Streets, sidewalks and other property disturbed shall be restored as nearly as practicable to their condition prior to the work.
(8) All rubbish and dirt shall be promptly removed.
