The Council may, by resolution, require that water and sewer lines be installed from the main property line to be served before any permanent street surfacing is completed. Thereafter, if any property owner fails to put in the service line, the Clerk shall give the owner notice to do so within a specified time of the mailing or delivery of the notice. If the owner fails to install the line, the Council may cause the line to be installed and charge the costs against the property as a special assessment in the same manner as for connecting the premises to the city sanitary sewer lines.
