The cost of connections to the city water and sanitary sewer systems, including the cost of any necessary excavations, connections, taps, installations of pipes, appurtenances and street repairs shall be borne by the owner or other applicant for service. When the city has agreed to assume part of the cost, the amount or portion of the cost to be borne by the owner or applicant shall be an amount as is determined to be the owner’s share of the cost.
