(a) The Commissioner of Human Resources shall be in charge of the Division of Human Resources and shall perform such duties consistent with the office as the Director of Finance may request. The Commissioner shall be appointed by the Mayor subject to confirmation by a majority of the members of Council, to serve at the pleasure of the Mayor and Council.
(b) In the event that the office of Commissioner of Human Resources is vacant, the Mayor, with confirmation by a majority of the members of Council, may appoint an Interim Commissioner of Human Resources, who shall serve at the pleasure of the Mayor and Council, to perform all of the duties of the Commissioner of Human Resources at a salary to be determined by ordinance of Council until such office can be filled with a permanent appointment.
