An access classification system involves the development of different access levels and the consequent assignment of allowable access levels to the roadways under consideration. Each roadway type is assigned an access control level according to the number, type and frequency of access points along the roadway, the volume and speed of traffic along the roadway, and the design standards required for safe and efficient traffic movement. The correlation of functional roadway classification and access levels for the city is shown in Table 1115.03. The specifications for each access level are shown in Table 1115.04.
