The term
WASTE MATERIAL shall include all municipal solid waste originating from the use of property situated only within the corporate limits of the city, and more specifically being identified in the following regulations which also serve as the waste collection regulations for the city.
(a) Residential collection of waste material shall be provided once each week on announced days, for which containers are placed at the curb or edge of the street right-of-way.
(b) Wastes from business establishments shall be collected twice a week on announced days. All items shall be placed at the curb or edge of street pavement unless large containers are used, for which service the business shall contract with the hauler on a private basis.
(c) All containers shall be either metal or plastic, with handles and lids, or sealed plastic bags of substantial construction.
(d) Containers and contents shall be limited to a maximum of 75 pounds and a maximum of 30 gallons capacity, except special industrial containers.
(e) All garbage shall be drained and wrapped. Separation of garbage, is not required. All garbage shall be placed in containers which shall be maintained in a clean and sanitary condition.
(f) Wooden boxes and paper boxes shall be broken down and tied in small bundles. Magazines not placed in cans shall be tied in small bundles or placed in boxes.
(g) Hot ashes shall not be accepted.
(h) Collection from businesses shall be limited to a maximum of ten containers of that size identified in division (d) hereof.
(i) Everything for collections shall be placed at the curb no later than 5:00 a.m. on the day of collection. There shall be no return calls for waste placed at the curb after 5:00 a.m.
(j) No special pick-ups shall be made under city responsibility.
(k) Collection shall be made on all holidays except Christmas Day and New Year’s Day. Collection for these days shall be made on the following week day.
(l) Property owners shall be responsible for the orderly placement and containment of all waste placed at the curb or edge of road. The containers may not be placed at the curb or edge of road more than 24 hours prior to the scheduled pickup.
(m) All empty containers shall be removed from the curb or edge of road no later than dusk of the day of pickup.
(n) All appliances and furniture, including, but not limited to, refrigerators, dishwashers, washers, dryers, sofas, chairs and mattresses. Prior to acceptance of any load containing CFC and/or HCFC equipment such as refrigerators, freezers, air conditioners, dehumidifiers, heat pumps, water coolers, ice machines and beverage machines, documentation shall be provided by the generator giving assurance that CFCs and/or HCFCs have been recovered by a certified technician.
(o) All brush in small piles or tied in bundles not more than four feet in length.
(p) Garbage is defined as organic waste of animal, fish, fruit or vegetable matter arising from or attendant to the storage, dealing in, preparation or cooking of food for human consumption.
(q) If property owners want to dispose of recyclable materials through the weekly waste collection program, they are required to place them in their recycling bin as outlined in § 961.02. Those items that are accepted by the contractor as recyclable materials to be placed in the bin and collected will include, but not be limited to, newspapers, glass bottles and jars, aluminum and bi-metal beverage cans, tin food cans and all plastic #1 and #2 bottles and jars.
(r) Whole waste tires shall not be accepted effective January 1, 1993 per State EPA regulations.
(s) Lead acid batteries shall not be accepted effective January 1, 1993 per State EPA regulations.
(t) Contractor shall remove all materials and contents set out by residents, avoid spilling waste material and clean up the collection area if the waste is spilled.
(u) Special carry-out services for the disabled, elderly, or heretofore provided shall be acknowledged and acted upon by the contractor as directed by the City Manager or his or her representative.
