(a) There is hereby created the Western Row Road drainage area which is to provide the sewage facilities in the vicinity of Western Row Road and I-71 as shown on the general plan adopted by Council for that area.
(b) There is hereby imposed a surcharge for each single-family residence and for each family unit in any multi-family complex. The surcharge shall be as established and set forth in the fee schedule in Part One - Title Eleven, Chapter 205 of these codified ordinances. The amount of the surcharge shall be as set by ordinance from time to time. This charge is in addition to the regular basic sewer system expansion fee which is also in effect for this area. The surcharge is to be paid prior to the issuing of any building permit.
(c) The sewer surcharge for business and industrial development in the Western Row Road drainage area shall be a minimum charge per tap as established and set forth in the fee schedule in Part One - Title Eleven, Chapter 205 of these codified ordinances. The amount of the surcharge shall be as set by ordinance from time to time.
