(a) Council shall, except as otherwise provided in this section, meet in regular session in the Council Chamber at 7:00 p.m. on the second and fourth Monday of each month. Council may, by majority vote of those present and voting, establish additional meetings as deemed necessary or waive any scheduled meeting. The Mayor or any three members may call special meetings upon at least 12 hours’ notice to each member, served personally or provided by electronic or phone communication.

(b) All official action of the Council, and all deliberations on official business shall be conducted only in open meetings, except the members of Council may hold an executive session only after a majority of a quorum of the public body determines, by a roll call vote, to hold an executive session and only at a regular or special meeting only for those purposes permitted by the general laws of the State of Ohio or the Charter of the City of Mason.
(c) If, upon a determination of exigent circumstances, including but not limited to lack of a quorum, inclement weather, or facility safety concerns, the Mayor, or Vice Mayor in the Mayor’s absence, may cancel any regular meeting of Council by providing notice to the City Manager, who in turn shall provide notice to all members of Council by electronic or phone communication.
