(A) Whoever violates any provisions of this chapter, for which another penalty is not specifically provided shall, upon conviction, be subject to a fine not less than $25, nor exceeding $500. A separate offense shall be deemed committed upon each day during which a violation occurs or continues.
(B) Any person guilty of violating § 150.002 of this chapter shall be fined no less than $50, nor more than $500, for each offense and each separate day upon which each violation occurs shall constitute a separate offense.
(C) (1) A person who fails to re-register the vacant property and/or pay the renewal registration fee per § 150.005(D) of this chapter shall be subject to a fine of not less than $25 per day which can accumulate up to a maximum amount $500 a year.
(2) In accordance with the Illinois Municipal Code, the city may place liens against any properties that are not registered and it must maintain. Furthermore, in accordance with the Illinois Municipal Code, the city may foreclose on the liens. If the city forecloses on any aforementioned liens, it may convey the property to a developer for an amount not less than the actual costs incurred by the city to maintain the property.
(D) (1) Any person, firm, corporation or entity that shall violate the provisions of §§ 150.035 through 150.049 of this chapter shall, upon conviction thereof, be fined in an amount not exceeding $500 for each violation and a separate violation shall be deemed to have been committed on each day during or on which a violation occurs or continues.
(2) In the event that a violation is corrected in a timely manner, the Building and Housing Department may, at its discretion, impose a penalty amount of double the permit fee to take place instead or with the fine amount.
(3) If a person, firm, corporation or entity shall hinder the inspection process by blocking, restricting and/or preventing access to the property. The city shall constitute this as a violation of the provisions of §§ 150.035 through 150.049 of this chapter and shall, upon conviction thereof, fine in an amount not exceeding $500 for each violation, issue a stop work order and not issue a certificate of occupancy until such time that the inspectors are able to access the property unimpeded.
