(A) The City Department of Aviation is established. The Department shall be under the control of a Board of five members, known as the Board of Aviation Commissioners, designated in this section as “the Board.”
(B) The members of the Board shall be appointed by the Mayor. No more than three members of the Board shall be of the same political party.
(C) The members of the Board shall serve without compensation, but shall be paid in accordance with I.C. 8-22-2-1 and 8-22-2-2 for their actual expenses, including those incurred by the members or their employees in attending meetings or conventions concerned with aviation.
(D) Each member of the Board shall, before entering upon his or her duties, take and subscribe the usual oath of office, to be endorsed upon the certificate of appointment, and shall cause that oath and certificate to be filed with the City Clerk. Any person who shall not file that oath with the City Clerk within 30 days after the beginning of the term for which he or she has been appointed, or at the date of his or her appointment, if appointed after the beginning of that term, shall be deemed to have refused to serve and the office shall become vacant.
(E) The first members of the Board shall hold office as follows: one for the term of one year; one for the term of two years; one for the term of three years; and one for the term of four years, each commencing from and after 12:00 p.m. on the first Monday in January of the year of their appointment. Annually thereafter, on the expiration of their respective terms, the Mayor shall appoint a commissioner to fill any vacancy caused by that expiration, and the commissioner or commissioners so appointed shall hold office for a term of four years and until their successors shall be appointed and qualified. If any vacancy occurs in the Board by resignation or otherwise, the Mayor shall appoint one or more commissioners for the remainder of the term or terms. The Mayor may, at any time, remove any commissioner from office, but only after filing inwriting with the City Clerk his or her reasons for that removal.
(F) The Board may exercise all powers granted to it under I.C. 8-22-2 and in particular I.C. 8-22-2-5, 8-22-2-7, 8-22-2-9, 8-22-2-10 and 8-22-2-13, as amended.

MAYOR’S COMMISSION ON DOMESTIC VIOLENCE
(A) The purpose of the Mayor’s Commission on Domestic Violence is to eliminate violence in interpersonal relationships within families in our community.
(B) This it shall do by:
(1) Implementing a community wide effort to enable persons to become more aware of the high incidents of domestic violence that occurs;
(2) Seeking to understand more about the causes of domestic violence and enabling them to find constructive ways of resolving conflicts and differences in their interpersonal relationships;
(3) Promoting and strengthening community efforts for providing counsel and other needed forms of assistance for victims of abuse and encouraging victims to seek such help;
(4) Effectively organizing all segments of the community so that we can work cooperatively together to discover ways of eliminating violence; and
(5) Recommending policies which both hold the perpetrator accountable for abusive behavior and provide motivation and opportunity to change this behavior.

(A) The Mayor’s Commission on Domestic Violence shall consist of at least 15 but not more than 50 members. Of the said membership, there shall be at least one representative from the following organizations: the Grant County Prosecutor’s Office, Women’s Services/Family Service Society, Inc., the Marion Police Department, Cornerstone, the Prevention of Child Abuse Council and the Grant County Child Abuse Protection Team and the Grant County Sheriff’s Department; and the Mayor or his or her designee. The additional members of the Commission shall be drawn from the following segments of the community: law enforcement agencies, mental health professions, the judicial system, social service organizations, the educational system, business and industry, the legal profession, victims of domestic violence, the medical profession, the religious community and the community at large.
(B) All members of the Commission shall be appointed by the Mayor for a term of two years. All appointments shall be made within 30 days of the date of passage of this subchapter. Subsequent appointment to the Commission shall be by the Mayor.
(C) The Mayor shall appoint from the membership at its first meeting annually a Chairperson of the Commission. The Commission shall elect from its membership at its first meeting annually a Vice- Chairperson, Secretary and Treasurer.

The Commission shall have the following powers and duties:
(A) To create by-laws, sub-committees and advisory committees as in its judgment will aid in effectuating the purpose of this subchapter;
(B) To recommend to the Mayor and all departments of the city government such policies as the Commission believes will tend to minimize or eliminate domestic violence within the community;
(C) To assist any department of city government or any person or entity within the community in the implementation of such policies to minimize or eliminate domestic violence;
(D) To issue such publications and such results of investigation and research as in its judgment will tend to educate the public in general regarding all facets of domestic violence.

(A) There is created a Special Trust and Agency Fund to be utilized by the Mayor’s Commission on Domestic Violence and Sexual Assault. Donations to the Commission may be deposited into such account.
(B) Expenditures may be made from this Special Trust and Agency Fund without appropriation from the City Council. Monies from the Fund shall be dispersed only on approved claims allowed and signed by the Chairperson and Secretary of the Commission.
