149.03 LICENSE RECOMMENDATIONS.

   The Shade Tree Commission shall have the right to review all legislation proposing to grant a license, franchise or permit to any user of the public ways, streets or alleys which is within the scope of its interest as set forth in Section 149.02 and to make its recommendations thereon to Council.
