§ 96.05 DENIAL AND APPEAL.  
   If the City Administrator denies the parade permit application, the applicant can appeal the denial to the City Council. The appeal must be filed no later than 5 business days following the receipt of the denial of the permit by the City Administrator. The City Council shall meet to consider the denial within 30 business days of the filing of the appeal and shall render its decision within 3 business days of its meeting. The decision of the City Council shall be final and binding upon the city and applicant. The City Council shall make a reasonable effort to render a decision prior to the scheduled time of the parade.
