§ 96.04 PROCEDURE AND GRANTING. 
   The City Administrator shall refer any such application to the Police Chief for investigation. If, upon completion of such investigation, the Police Chief finds that the proposed parade will not cause a hazard to persons or property, that the proposed parade will not cause unreasonable inconvenience to the public, and that adequate arrangements for direction and control of traffic have been made, the Police Chief shall endorse acceptance upon the application and return the application to the City Administrator who shall then issue the parade permit. If the Police Chief finds that the proposed parade will cause a hazard to persons or property, that the proposed parade will cause unreasonable inconvenience to the public, or that adequate arrangements for direction and control of traffic have not been made, the Police Chief shall enter upon the application any such finding and shall return the application to the City Administrator who shall not issue the parade permit unless and until the objections of the Police Chief are removed by the applicant.
