(A) The Planning Commission, in its review of a preliminary plat, will take into consideration the requirements of the community and the best use of the land being subdivided. Particular attention will be given to the arrangement, location, and width of streets, general drainage situation, lot sizes and arrangements, as well as Land Use Policy Plan requirements for parks, school sites and streets, but not limited to these.
(B) Where the parcel is subdivided into larger tracts than for building lots, the parcels shall be divided so as to allow for the opening of major streets and the ultimate extension of adjacent minor streets.
(C) Drainage shall be provided for in the subdivision by adequate storm drains or by maintenance of natural drainage channels.
(D) Subdivisions showing unplatted strips or private streets controlling access to public ways shall not receive approval.
(E) Storm water retention shall be designed to provide predevelopment agricultural runoff rates.
