§ 72.01 OPERATING REGULATIONS.
   All persons who ride or propel a bicycle in the city are subject to the provisions of IC 9-21-11 and to the following conditions:
   (A)   A person propelling a bicycle shall not ride other than upon the permanent and regular seat attached thereto, nor carry any other person upon such bicycle other than upon a firmly attached and regular seat thereon, nor shall any person ride upon a bicycle otherwise than as above stated.
   (B)   Every bicycle shall be operated with reasonable regard to the safety of the operator and any persons upon the streets and other public highways of the city.
   (C)   Persons riding bicycles shall observe all traffic signs and stop at all stop signs and red lights.
   (D) No bicycle, roller skates, roller blades, skateboard or similar devices shall be ridden or propelled on any sidewalk between Elm Street and Walnut Street on Main Street, nor shall any aforementioned devices be ridden or propelled in the Broadway Fountain Park.
   (E)   No bicycle shall be permitted on any street or public highway of the city between 30 minutes after sunset and 30 minutes before sunrise, without being equipped with a white headlight visible from the front thereof for not less than 500 feet indicating the approach or presence of the bicycle, and properly lighted, or without a red light or reflector attached to and visible from 500 feet from the rear thereof.
   (F)   No person shall ride or propel a bicycle upon any street or public highway of the city abreast of more than one other person riding or propelling a bicycle.
   (G)   No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped.
   (H)   No person riding a bicycle shall carry any package, bundle, or article which prevents the rider from keeping both hands upon the handlebars.
   (I)   Every person riding or propelling a bicycle upon any street or other public highway in the city shall observe all traffic rules and regulations applicable thereto and shall turn only at intersections, shall signal for all turns, ride at the right-hand side of the street or highway, pass to the left when passing overtaken vehicles and individuals that are slower moving, and shall pass vehicles to the right when meeting.
   (J)   Any person upon any bicycle shall not attach the same or himself to any vehicle upon any street or other public highway or sidewalk in the city.
   (K)   In no event shall any bicycle, roller skates, roller blades, skateboard, or other self-propelled vehicle be operated in an unsafe, malicious, or reckless manner.
