(A) Whoever violates the provisions of this chapter commits a class D infraction.
(B) In addition to the penalty provided in division (A) above, the Police Department or any member thereof may impound any bicycle, skateboard, or other self-propelled vehicle operated in violation of any of the provisions of this chapter and retain possession of same until the violation has been properly taken care of by the owner of the bicycle, skateboard, or other self-propelled vehicle.
