1134.09 FINAL PLAT PROCEDURES. (SEE EXHIBIT 3 FOLLOWING THE TEXT OF THIS CHAPTER).
   (a)   The subdivider shall submit the original tracing of the final plat and nine blue or black line prints to the City Engineer. If the City Engineer finds that all requirements of Section 1134.08 have been complied with, the City Engineer shall sign and forward the same to the Planning Commission.
   (b)   If the Commission finds that all requirements of Section 1134.08 have been complied with and that all conditions imposed by it in its preliminary approval have been met, the Commission shall approve such plat and send it to Council.
   (c)   The City shall bill the subdivider for all costs and expenses incurred by the City Engineer for the review of the preliminary plan, proposed improvement plans, profiles and the final plat.
   (d)   If Council finds that all the requirements of Section 1134.08 have been complied with, that all conditions imposed by the Commission in its preliminary approval have been met and that all costs and expenses owed to the City thus far have been paid, Council shall, by resolution, approve the final plat for record-keeping purposes only, and the subdivider shall be entitled to rely on the fact that the Council, upon compliance with Sections 1134.11, 1134.12, 1134.13, 1134.14 and 1134.15 and payment of all fees, charges, expenses and guarantees to the City incurred relating to such subdivision, will approve the final plat for record. The acceptance of dedication of streets clause, as provided for in Section 1134.08(f)(1), shall not be signed by the Clerk of Council until the City Engineer and the Roads and Utilities Committee of Council have certified that the subdivider has complied with the conditions of Sections 1134.11, 1134.12, 1134.13, 1134.14 and 1134.15 and Council has, by resolution, approved the final plat for acceptance of dedication of streets, as provided for in Section 1134.16.
   (e)   All actions by both the Commission and Council shall be made a matter of the minutes of their meetings.
