1134.14 FILING OF ABSTRACT, CERTIFICATE OF TITLE, GUARANTEE OF TITLE OR TITLE INSURANCE.
   As soon as the improvements installed by the subdivider have been approved by the Roads and Utilities Committee of Council and the City Engineer, the subdivider shall file with the Director of Law an abstract, certificate of title or title insurance in the amount of at least twenty-five thousand dollars ($25,000), meeting with the approval of the Director of Law and showing the title to the street or streets in the subdivision to be good in the City for street purposes and to be free and clear from all encumbrances whatsoever.
