§ 38.03 OTHER POSITIONS IN THE FIRE DEPARTMENT.
   The Mayor, with the approval of City Council shall establish such other positions and ranks within the Fire Department that is deemed appropriate for its orderly management and efficient operation of the department.

§ 38.04 RULES AND REGULATIONS.
   The Mayor, in consultation with the Fire Chief and other members of the Fire Department, shall propose rules and regulations that are deemed necessary for the operation of the Fire Department which shall be subject to approval by City Council.

§ 38.05 QUALIFICATIONS OF MEMBERS.
   (A)   The Fire Department shall be composed of both volunteers and employees of the city, all of whom shall be appointed by the Mayor.
   (B)   To be eligible to be appointed a member of the Fire Department, a person must be a citizen of the Commonwealth and at least 18 years of age. Such other qualifications to be a member of the Fire Department shall be as established by Kentucky law or by such other rules and regulations proposed by the Mayor and approved by Council.
