The Board shall consist of seven members, one of whom shall be a duly elected and qualified member of the City Commission. The Mayor, with the approval and consent of the City Commission, shall appoint the remaining six from citizens. Five shall reside within the city limits of Lovington, one within the Lovington Extraterritorial Zone. The Mayor, Parks and Recreation Director, Parks and Recreation Division Director, the department heads of the Parks and Recreation Division, and superintendent of the Lovington Municipal Schools shall be ex officio members of the Board, but shall have no vote in any of its proceedings.
