In times of emergency and/or disaster, the city must be prepared to carry out its responsibilities to the citizens of Lovington. To ensure that the unavailability of a department director will not result in a breakdown of city services, this policy provides that each department director shall recommend to the city manager at least three qualified emergency interim successors. To qualify as an emergency interim successor, a person must meet any applicable constitutional, statutory, or code requirements relevant to holding the office of the person whose powers and duties he/she is designated to succeed. Emergency interim successors will be listed in order, alternates being called upon only in the absence of all persons listed ahead of them as emergency interim successors. (Ord. 452 (part), 2003)
