A. The emergency management coordinator shall be the executive head of the department of emergency management. He/she shall be responsible to the city manager for the organization, administration and operation of the emergency management program of the city. The coordinator shall coordinate the emergency management activities of all municipal departments and agencies and nongovernmental agencies, and shall maintain liaison with and cooperate with the Federal Emergency Management Agency (FEMA) agencies of the federal government, the state and other political subdivisions therein.
B. The coordinator shall have all necessary authority to act for the government of the city in all matters pertaining to emergency management, including the obligation of such municipal funds as may be appropriated for emergency management purposes. He/she shall develop an organizational structure for the department, subject to the approval of the city manager and is authorized to make appointments to fill the positions established herein.
