There is created the civil defense organization for the city as an agency of such government to be composed of the mayor and such other persons that he may appoint with the advice and consent of the city commission from time to time. The mayor shall appoint with the advice and consent of the city commission a director and a staff to serve at the pleasure of the mayor until repeal of this section. (Prior code § 3-3-1)
