In the event of the violation of the watering restrictions, a notice of special assessment setting forth with particularity the violations alleged, shall be personally served upon the party in the name and at the address to where the water services are provided or by serving a member of the household over eighteen years of age or by notice by certified or registered mail. Such special assessment for the first violation of emergency restrictions in any calendar year shall be twenty-five dollars, a second violation fifty dollars, and for a third or additional such violation one hundred dollars. Such special assessments shall be included as an additional water usage charge on the next water-billing cycle. (Ord. 434 (part), 2001)
