It is unlawful for any person in the city to install, place or maintain or permit or suffer to be placed or maintained any outdoor aerial connected with any radio or television receiving set, or which such person may be in possession or control, upon any poles, crossarms, wires or any other part of any overhead system belonging to any public utility company, including telegraph, telephone, street railway and electric light, power, distribution and transmission companies.
