In case any lumber, timber, brick, rubbish, ashes, paper, filth, straw, garbage, boxes, signs, awnings, goods or other property or things shall be placed or remain in or upon any sidewalk or in that half of the street or avenue adjoining any store, shop, building, or premises in violation of or contrary to this chapter, the owner or occupant of such store, shop, building or premises shall immediately remove the same. In case the chief of police or any police officer shall find any such obstruction in or upon any sidewalk or street, avenue or alley, contrary to this chapter, it shall be their duty to notify, order and require the owner, occupant or person in charge of the premises adjoining such street, avenue or sidewalk, where such obstruction or thing may be, to remove the same forthwith. If any person shall refuse or neglect to comply with such order, he shall be deemed guilty of maintaining a nuisance and the chief of police or any police officer shall forthwith remove such obstruction or thing from such street or sidewalk.
