8.30.200   Tests, inspections and fees.
   A.   Before commencing drilling operations, permittee must deliver to the city administrator of the city an inspection fee of two thousand five hundred dollars in cash, cashier's check or certified check made payable to the city. This fee is to offset the anticipated normal costs of inspections. The inspector must be present on the well site whenever blowout equipment is tested and he must witness all drill stem tests. In the event unusual conditions arise in the drilling operations, the permittee shall be required to pay all the additional inspector's fees and costs. Permittee's bond shall be liable for such additional expenses.
   B.   The enforcement officer, with the approval of the council, shall appoint a qualified person to inspect drilling operations and equipment.
   C.   It is unlawful and an offense for any permittee to continue or proceed with drilling operations unless such permittee has satisfactorily passed all of the tests required in this chapter or by the Oil Conservation Commission.
   D.   After setting the intermediate casing string, or after setting protection casing string at approximately four thousand two hundred feet and before drilling out of intermediate formation, the blowout preventers and related control equipment shall be pressure tested to rate working pressures by an independent service company. Any equipment failing to test satisfactorily shall be repaired or replaced. The oil and gas inspector must be notified in sufficient time for a representative to witness the tests and shall be furnished a copy of the pressure test report; in addition, the pipe rams shall be tested each time the drill pipe is out of the hole.
   E.   Drill stem test flow line shall be pressure tested at the time of blowout preventer testing, if applicable. They shall be adequately secured and vertically vented when flaring is required. Gas flared on drill, stem test, completion or any work over shall be restricted to a flow rate of three million cubic feet of gas per day. The oil and gas inspector shall be notified prior to flaring of any gas. Permittee may be required to conduct flaring into nonresidential areas by laying lines for such purposes. No wet string shall be pulled until daylight.
   F.   All pipelines constructed shall be tested prior to being placed in operation. Valves shall be installed on all pipeline at such locations and spacing to safely and adequately control the operation of the line and against failure or rupture. The types and locations of all valves shall be indicated on a plan layout, and approved by the oil and gas inspector. (Ord. 418 (part), 1998; Ord. 415 Exh. A (part), 1998)
