8.30.180   Operation and equipment.
   A.   All drilling and operations at any well performed by a permittee shall be conducted in accordance with the practices of a reasonable and prudent operator in the county. Each permittee under this section shall observe and follow the regulations of the state oil conservation commission. Blowout preventer equipment, choke equipment, drilling fluid characteristics, drilling fluid monitors and the conduct of drilling procedures shall be such as are necessary to prevent the blowout of any well. In addition to all other applicable rules, regulations and accepted good operating practices, drilling shall be in accordance with the following safety requirements:
      1.   Accumulators shall maintain a pressure capacity reserve at all times to provide for repeated operation of hydraulic preventers.
      2.   A drill string safety valve in the open position shall be maintained on the rig floor at all times while drilling operations are being conducted. There shall be a kelly cock valve on a swivel with one extra on the floor.
      3.   Blowout prevention drills shall be conducted as necessary to insure that each drilling crew is properly trained to carry out emergency duties as per IDCA requirements.
      4.   When coming out of the hole with drill pipe, the annulus shall be filled with mud before the mud level drops below one hundred fifty feet from the drilling nipple. The volume of mud required to fill the hole shall be watched, and any time there is an indication of swabbing, or influx or formation fluid, proper blowout prevention precautions must be taken. The mud shall not be circulated and conditioned except on or near bottom unless well conditions prevent running the pipe to bottom.
   B.   The following additional blowout equipment specifications shall be included:
      1.   For intermediate hole (from surface casing point to intermediate casing point):
         a.   Dual hydraulic blowout preventer of three thousand psi working pressure will be yellow jacketed by independent tester with standard accessories including choke manifold and properly secured venting flow fine;
         b.   Hydril preventer shall have working pressure of three thousand psi or equivalent thereof.
      2.   For production hole (from intermediate casing point to total depth):
         a.   One thousand five hundred series dual hydraulic blowout preventer (refer to subsection (B)(1)(a) of this section).
         b.   Hydril preventer shall have a working pressure of five thousand psi or equivalent thereof will be yellow jacketed by independent tester.
         c.   Rotating head below twelve thousand feet or before cWUing into a producing Atoka sand or Morrow sand.
         d.   Hydraulically operated choke valve.
         e.   Adequate choke manifold and flow line properly secured and vented vertically.
         f.   Mud system degasser for entrained gas below twelve thousand feet or before drilling into a producing Atoka sand or Morrow sand.
         g.   Mud gas separator below twelve thousand feet or before drilling into producing Atoka sand or Morrow sand.
         h.   Mud systems monitoring equipment, with derrick floor indicators and visual and audio alarms, shall be installed. Monitoring equipment shall consist of the following:
            i.   A recording pit level indicator to determine pit volume gains and losses.
            ii.   Mud volume measuring devices for accurately determiiiing mud volume necessary to fill the hole on trips.
            iii.   A flow sensor on the flow-line to warn of any abnormal mud returns from the well.
            iv.   A contingency plan must be in place for sour gas wells to measure potential gas releases
   C.   In addition to power actuation equipment, blowout preventers and pressure operated valves are to be furnished with manual closing equipment. Minimum requirement is three thousand psi working pressure (refer to subsection (B)(1)(a) of this section).
   D.   A copy of these requirements shall be posted on the rig floor or in the doghouse during the drilling of the well. (Ord. 422, 2000: Ord. 415 Exh. A (part), 1998)
