Under the authority of Section 5-1-1, N.M.S.A., 1978, it is declared that an emergency exists within the city and that the public health, safety and welfare of the citizens of Lovington requires the establishment and maintenance of ambulance service within the city and the surrounding area of the city, as there is no established ambulance service operating within the city.
