Every landlord or other person in possession, charge or control of any place in or from which garbage, litter, refuse, waste or other undesirable matter is created, accumulated or produced shall dispose of such matter as required by this chapter and provide and maintain proper receptacles readily accessible to potential users and the trash collectors. The service providers will provide basic trash containers, but in the event the containers are not adequate to hold the trash accumulated, it is the landlord's, or other person's, duty to provide additional collectors and containers acceptable to the city. The additional containers shall be capable of properly holding all litter reasonably anticipated or expected to accumulate in the surrounding areas between scheduled collections.
