All restaurants which are hereafter constructed, reconstructed, or extensively altered, shall conform in their constructions to the requirements of this chapter for Grade A restaurants. Properly prepared plans for all restaurants which are hereafter constructed, reconstructed, or extensively altered, shall be submitted to the public health officer for approval before work is begun.
