In prosecutions for violations of this chapter it shall not be necessary in order to obtain a conviction to prove notice or knowledge on the part of the owner, possessor or keeper of the animal in question that such animal was in violation of the provisions of this chapter. It is the purpose and intent of this section to impose strict liability upon the owner, possessor or keeper of such animal to see that all provisions of this chapter are complied with.
