5.36.020   Records required.
   It is the duty of every person, firm or corporation engaged in the business of a pawnbroker within the city to provide a well bound book to be kept at his place of business in which a record of all transactions had by the person, firm or corporation shall be kept. The record shall contain an accurate and complete description of each and every article taken in as a pledge, security or for resale including serial numbers of same, if any, together with an accurate and complete description of the parties from whom the goods are received or purchased, together with the name of the person or persons, and his or their address, giving the house or street number of same. The record book shall be open at all times to the inspection of the chief of police or any member of the police department, or any person who shall be authorized by the chief of police.
