Personnel files are subject to the New Mexico Public Records Act, NMSA 1978, § 14-2-1 and are open for public inspection, except records pertaining to physical or mental examinations and medical treatment of persons confined to any institution; letters of reference concerning employment, licensing, or permits; or letters of memoranda which are matters of opinion in personnel files. Any employee wanting to review his personnel file may do so by making arrangements with the city clerk/treasurer. (Ord. 435 § 11.9, 2001)
