171.01 JUDICIAL FUNCTIONS VESTED IN MAGISTRATE.
   The judicial functions of the City, as set forth in Ohio R.C. 1905.05, shall be vested in and performed by a magistrate. The magistrate shall be an attorney at law meeting the requirements of the above referenced section and shall be knowledgeable in Ohio criminal law and procedure. The magistrate shall be appointed by the Mayor for an indefinite term of office with the approval of Council.

171.02 UNOFFICIAL JUVENILE COURT.
   (a)   Council hereby approves of the establishment of an Unofficial Juvenile Court.
   (b)   This Unofficial Juvenile Court shall dispose of cases involving misdemeanor offenses committed by nonhabitual offenders under the age of eighteen within the City which are referred to the Unofficial Juvenile Referee by the Police Department of the City.
   (c)   The City Manager is hereby authorized to take such action as is necessary for the establishment of the said Unofficial Juvenile Court including entering into any agreements with Hamilton, Clermont and Warren County officials, attending to the appointment of an Unofficial Juvenile Referee, establishing a Juvenile Intervention Unit within the Police Department of the City, and, in conjunction with the City Law Department, promulgating such rules and regulations as are necessary to carry the said Unofficial Juvenile Court program into effect.
