The Recreation Commission shal1 have the authority to establish rules and regulations for park usage. These rules shall apply to any parks, playgrounds, or public recreation areas owned, operated or maintained by the City. These regulations shall have the same effect as City ordinances, the violation of which shall be deemed a violation of this section of the Code.
