All City owned parks and playgrounds shall be open between the hours of 7:30 a.m. and 5:30 p.m. from November 1 through March 1, and 7:30 a.m. and 9:00 p.m. from March 2 through October 31, except for lighted courts and playing fields, which shall be permitted until 11:00 p.m. at Phillips Park and 10:00 p.m. at Lever Park from March 2 through October 31. No person shall use unlighted parks and playgrounds after closing until opening the following day unless such person has received a written permit from the City Manager stating the purpose and use of playground or park beyond such hours. No alcoholic beverages shall be permitted on parks and playgrounds except Nisbet Park, which will require written permission for use of Nisbet Park granted by the City Manager.
