929.18 RIGHT OF ENTRY OF CITY.
   (a)   Duly authorized employees of the City bearing proper credentials and identifications shall be permitted to enter all properties for the purposes of inspection, observation, measurement, sampling, and testing pertinent to discharge to the community system in accordance with the provisions of this code.
   (b)   Duly authorized City employees are authorized to obtain information concerning industrial processes which have a direct bearing on the land and source of discharge to the wastewater collection system. The industry may withhold information considered confidential provided that the industry establishes that revealing the information to the public might result in an advantage to competitors.
   (c)   While performing necessary work for private properties referred to in subsection (a) hereof, the City or duly authorized employees of the City shall observe all safety rules applicable to the premises.
