929.13 PERMISSION TO CONNECT REQUIRED .

No person, firm, or corporation shall be permitted to connect to or discharge wastewater to the City sewage system unless it has been determined by the City that there is sufficient capacity in the system to collect, convey, and treat the proposed wastewater discharge of that person, firm, or corporation.
